Generally the proximity of raw materials determined the size of plants and as such , most of the bigger plants were located in Bengal , Bihar and Orissa , though the industry was generally well distributed over the country . सामान्यत : कच्चे माल की निकटता से ही उपलब्धि संयत्र के आकार का निर्धारण होता था और इस प्रकार अधिकांश प्रमुख संयंत्र बंगाल , बिहार और उड़ीसा में ही स्थापित थे , यद्यपि पूरे देश में उद्योग की स्थापना उचित वितरण से हुई थी .
